Idea for Punishment for Scamming
I generally do not report anyone for anything in Guild Wars, but there was a time when someone impersonated me and scammed a friend of mine. I reported that person and that person got a suspension of the account for 72 hours.
I know this cause, I got a response that he was suspeneded from ANet, and since I had put him on friend list I saw him online again in three days. Anyway, I saw him again a week ago in the GTOB with another char name that was similar but not quite another name seeming like he was trying to scam again.
I was wondering how many times do you need to be reported for scamming to get a perma ban and if you dont get a perma ban can ANet just ban the account from making trade with others. I know if you get a new account and create a new char you are not allowed to trade with someone else for 24 hours. Can they just make this a perma feature if you get reported for scamming?

Every time an account gets banned, a mark gets added. For each mark on an account, the next time it's banned, the ban is longer. After a certain number of marks, the account gets perma banned.
As for your idea, /report function is easily abused and temp bans and account marks are meant to be the punishment. Seems kinda pointless.

even tho i havent been banned this is not a good idea, a big part of this game is to trade with other people, i would quit this game if i was forced to stop trading, there going to get banned permanently if they keep their scams up so let them

Lmao, maybe your friend shouldn't have traded until he asked who he though was you to log on your main character (if it was suspected to be a different account) or at least see it wasn't you by looking in the friends list. I feel a little bit bad about your friend not knowing how to protect himself against extremely epic scams like that.

It's both sad and common that players will easily take something that's not theirs. However, the remedy does not lay in more aggressive punishment, but rather more aggressive proactivity and enlightenment. In other words, know thy enemy and take measures to validate who's a friend and who's not.
One question to OP: how in the heck do you NOT know who your friend was if you have him in your friend's list with an unmistakable in-game name that's manually entered, saved and recognized by YOU? Ex: Banana Man (Online) = Banana Man (Online), not Bababa Man, Bonono Mon, Banana Nan, etc.. One name, one clear form of spelling, no substitutes!
Attention to Details because otherwise you'll suffer much loss. Wiser is he who learns from other people's mistakes rather than his own.

You can also realize they have the rule of a 24-hour limit to trade.

We've received official word that this is how the banning system works. A player will experience a month ban before an infraction would upgrade it to permanent. A long enough time with no infractions will result in marks being removed from the account (although a specific time, or way to check marks on the account have never been given).
However, I've spoken with several people recently that have gone straight from 3-day bans to permanent bans. While this is officially still the system, I am not sure what are the standards of the current system being used.

Presumably the seriousness of the offense affects how many 'marks' you earn on your account, a truly heinous crime (like using a wamo to dry hump Gaile's leg while shouting quotes from classic porno movies on the local channel) would require them to escalate the amount of marks and thus the duration of the ban.
Oh, and if anyone has been banned for the above offense, I love you!

Apart from banning them for 72 hours, block scammers from trade for 3 months. Account wide, of course.

I've been banned for a week on one and two weeks on the other account of mine. All for typing out my frustrations while in Random Arenas. I swear, something needs to be done about RA and the dishonor and /report functions to minimize frustration in there because otherwise, it'll just get people automatedly permabanned for typing out their anguish (venting). RA should be about fun, but also winning. It shouldn't be about resign-denial, /reportfests and taunting others into cursing to get them auto-banned (abuse).

Really, there should be an unremovable title for scamming that appears in red under their name EVEN if you dont mouse hover over their name. that would eliminate them even being able to do business.
